After installation of TL 2019: Tlmgr claims that directory 2018 is not writable

Dear Zdenek,
thank you very much for the instantaneous and helpful reply! There was
indeed a 2018 path entry in the mid of the system path, which was found
before the 2019 entry in the user path. Now everything works fine.
