You are absolutely correct about that. I don't make a strict requirement
that it can be reproduced with a simple command in any arbitrary
environment, but the idea is that it should be at least possible.

Yes, I think you're fine for that purpose. That is what almost all
packages do -- put any extra stuff necessary for the manual with the
main manual .tex source, in the doc dir. --thanks, karl.
