AFAIK Manjaro uses a RAM bases tmpfs filesystem for /tmp. This can be too 
small for download and installation of TeX Live. See, e.g., https://
forum.manjaro.org/t/size-of-tmp-can-i-make-it-larger/24008 for information on 
how to enlarge /tmp. Alternatively you can try to install a smaller scheme of 
TeX Live first and then extend it to full. Adding more RAM to your system 
could also help.
