[tex-live] tlcritical->tlnet for downloader/compressor

Hi Karl,

it seems, unfortunately, that there are issues with lz4 in the updated
infrastructure. Under win7 and win10 tlmgr isn't able to create backups
anymore and the output of tlmgr is full of binary codes. But there is a
workaround: After setting the environment variables
TEXLIVE_COMPRESSOR=xz and TEXLIVE_DOWNLOADER=wget all is working as
before. Note that a curl executable hasn't been installed during the
update of the infrastructure.
