[tex-live] Update problem

does the dos prompt (or whatever it is called this week) in your Windows actually work?
I've seen this error a few times where a student had overwritten (aka deleted the default instead of adding to it) the PATH setting in Windows. Then nothing on the windows command line worked.
This is much less likely on Win10 as they've changed the interface.
