Did you read the error message?  It says:

  /usr/bin/tlmgr: could not find a usable xzdec  
  /usr/bin/tlmgr: Please install xzdec and try again

Please run

  sudo apt-get install xzdec

and try again.

Norbert, maybe tlmgr could check whether xz is in PATH and use this
if xzdec isn't available.

I suppose that Debian maintains the tiny xzdec as an extra package in
order to allow users to set up systems where disk space is limited.
But in most cases it's more likely that xz is already installed.
