That is the feature of the GhostScript.
A correct first line is necessary to obtain correct
eps-pdf transformation:
Please change the header in b.eps
from
%!PS
to
%!PS-Adobe-2.0 EPSF-2.0
Then you have the same result in xelatex compared with that in
latex+dvips+ps2pdf.
In the case of latex+dvipdfmx, you need
\usepackage[dvipdfmx]{graphicx}
