[tex-live] running tex and lua under restricted shell escape

How feasible would it  be to allow *tex and texlua to run under
restricted shell escape?

Since they run under the same texmf.cnf security settings as the
calling tex document it would appear that it ought to be safe?

The following document for example run with pdflatex typesets  "300"
calculated by lua (and some other text, the removal of which is just
detail:-) but currently it requires --shell-escape.
