I did install your gpg package on a win 10 and this worked fine.
Here on the win 7 I have the external gpg installed. I choose the
standard location and so its path is 
C:\Program Files (x86)\GNU\GnuPG\pub

and I get the following error from tlmgr:

verification failed, output:
Der Befehl "C:/Program" ist entweder falsch geschrieben oder
konnte nicht gefunden werden.

Looks like missing quotes ...
