I looked at miktex when the discussion came up and see that in the
main there is the new pdftexconfig.tex, and the pdftexconfig.dat in
a tex/generic/config2 (remark the 2) folder.
There is also a pdftexconfig.dat.in which contains entries like
pageheight = @page_height@
but this is in a tex/generic/config folder along with some
luatexconfig-file.
In the user data-tree in the Appdata-Roaming I could find a
pdftexconfig.tex (problably generated automatically) with "normal"
entries like
\pdfcompresslevel=9
\pdfdecimaldigits=3
Miktex has also in pdftex/config/ a pdftex.cfg which contains
entries like
compress_level 9
decimal_digits 3
and was/is (if I remember correctly) used to generate the
pdftexconfig.tex.
This makes all a bit unsorted impression.
Has miktex been informed about the changes in the pdftexconfig
structure?
(I personally like the split between data and code, and actually in
miktex it has already be used, as the data was in the cfg).
