OK, bonus question: is there a way to do a smaller scheme than
'minimal'? It adds things like bibtex, dvipdfmx, etc., that for the very
restricted test set up I'm working on is not required. Ideally, I'd like
to start with just the TL infrastructure and add everything by hand,
i.e. enough TL for tlmgr/fmtutil/kpsewhich/etc. to work to allow me to
then do

    tlmgr install latex latex-bin ptex ...
