[tex-live] tlmgr not working after last rsync

After rsync-ing my local mirror this morning and tlmgr update-ing
--self, I couldn't tlmgr update --all; this was the output:

I tried the command suggested in output (tlmgr install mcf2graph), but

I think that my ENV vars are OK (the same I always used for it):

The .tar.xz works, since I can manually uncompress it, I tried messing
up with tlpkg/TeXLive/TLUtils.pm, but nothing I could change worked.
