Hi Norbert,
there is no problem with TL releases < 2013.  The problem exists
since TL-2013.

Please note that as of TL-2008 my installations contain all updates
(tlmgr update) and thus are different from the content of the
respective DVD.

According to "svn log" there had been three updates in July/August
2013.  Seems that one of them introduced the bug.
