Are you absolutely sure? This can work with e.g. \mathrm with 'standard'
LaTeX definitions, but not with \mbox which does \leavevmode up-front.
Even with the minimal demo

    \documentclass{article}
    \begin{document}
    a$^\mbox{b}$
    \end{document}

For example, with TL2013 (final frozen version) I get
