[tex-live] TeXLive 2014: xindy fails on windows

Thanks. It seems that I didn't link libiconv statically.
Just now I have made a new xindy-lisp.exe in which
libiconv is linked statically. I'll update xindy-lisp.exe in
the update phase if Karl allows.
