[tex-live] TeXLive 2014: xindy fails on windows

Dear Ulrike,

I'm not using TeX Live itself.
Therefore I have tested by copying
runscript.dll, runscript.exe and runsrcipt.tlu of TeX Live 2014.
By copying runscript.exe as texindy.exe.
The output of
texindy test-utf8.idx
is  (Windows 7)
