[tex-live] TeXLive 2014: xindy fails on windows

I can't run xindy or texindy in TL2014 on a windows 7 PC:

\documentclass{article}

\usepackage{makeidx}
\makeindex

\begin{document}
Test\index{Test}
\printindex
\end{document}

G:\Z-Test>xindy test-utf8.idx
D:\texlive\2014\bin\win32\runscript.tlu:652: command failed with
exit code 255:
perl.exe d:/texlive/2014/texmf-dist/scripts/xindy/xindy.pl
test-utf8.idx


I don't have problems with perl script in general: e.g. epstopdf
works fine.
