[tex-live] Passing a valid Windows path and file name to *TeX in TeXlive

On my PC %USERPROFILE% is set to

USERPROFILE=C:\Documents and Settings\username.domain

and my TEMP environment variable is pointing to

TEMP=C:\DOCUME~1\username.domain\LOCALS~1\Temp

The latter was made me aware of *TeX's sensitivity to path and file 
names in the first place.
