I can reproduce the problem in TL14 on windows. 

I have no problems with miktex (apart from the problem that the
thumbpdf-perl-script is misplaced which is not relevant here). The
style and the pl are identical in both systems.

In a "miktex environment" this here works fine:

G:\Z-Test>perl -w
D:texlive\2014\texmf-dist\scripts\thumbpdf\thumbpdf.pl --gscmd
=mgs test-utf8.pdf 

while this here gives the error you mentioned:

G:\Z-Test>
D:\texlive\2014\bin\win32\thumbpdf.exe --gscmd=mgs test-utf8.pdf

In a "TeXlive environment" both calls fails.
