[tex-live] Problems with non-7bit characters in filename

It not a real life problem for me. Don't know if you remeber my question 
on tex.sx few weeks ago. Heiko offered a solution with his stringenc 
package to force utf-8 encoding for command line options. So no problem 
for me in getmap, as i have a workaround there on package level. I just 
wanted to show that there are indeed problems on Windows.

You just need the script in your working directory and the texlua call. 
I will send a zip with both.
