[tex-live] Problems with non-7bit characters in filename

I have not seen the luatex code but I could assume that the command
line arguments are treated as "wchar*" strings. In such a case they
cannot accept arbitrary octets. In addition, the file system may have
different encoding than the system locale. It is my case. I have linux
with UTF-8 but I have Windows disks mounted via Samba and their
encoding is CP1250. I see properly the file names containing accented
characters. I can safely "cp" such files to my local disk and the file
name will be the same but in UTF-8.
