Well, it would be TEXMFSYSVAR/tlpkg which is also TL specific and
which is as good as TEXMFMAIN.

The reason is that these files are dispensable data, they will
be recreated if necessary, so conceptually it would make sense
to have them in TEXMFSYSVAR.
