the main point of the docstrip packaging was to make a file generation
system that only required TeX. At the time it was written it worked
on msdos and windows and unix and mac os and MVS, Atari, acorn riscos
etc.... They didn't all have \write18 and they didn't all have mv.
Probably these days some of those architectures are less important
than they were:-) but still, if you need to move a file using the
operating system you may as well just distribute the file rather that
use a system call from TeX.
