[tex-live] linting the tlpdb

More lint:
In the texlive.tlpdb entry for bxbase, I see
texmf-dist/doc/latex/bxbase/README details="Readme" language="japanese"
Probably it should be language="ja" or language="jp" (both of which occur
in the file, 18 times and twice, respectively).
