My modification just involves a small additional to siebs script, such that it will install the same uninstaller as the normal installation script (it is registered in windows somehow)
Thus the procedure is:
Take a copy of a tl installation, clean it if necessary (remove backup files etc)
Add the two modified scripts
Zip the tree
Transfer to recipient
Unzip in wanted location
Delete zip file
Run bat file
Done
You now have something that will look identically to a normal tlnet installed tl.
The idea was to give windows users something that would install in a speed comparable to installing on a Mac
Just a note on installing via USB sticks: for many users this is still very slow. Have seen students where we first transfered the tlnet dir to local hd, it still took about an hour to install.
I don't know if the donor method would be faster, worth a try.

Windows users also expect file associations, menu shortcuts and an
uninstaller. That is what the postinstalls provide.
For our university, the windows installation is on the network, and
an `installer' script provides all the stuff that windows users seem
unable to do without. It uses the same Perl modules and subs as the
tlmgr postaction commands. I published a version of this script at
