[tex-live] Is pdftex developed in TeX Live?

Hello (and sorry for the maybe stupid question),

I want to deploy a patched version of pdftex (see [1]). I see the
latest version available on a pdftex repository is v1.40.11 [2], but
TeX Live 2013 has v1.40.14. Is the TeX Live repository the pdftex
upstream?
