Indeed :).  

The problem is because we use the Windows binaries supplied by the
Asymptote author (John Bowman), and the 2.21 binaries were built before
the texmf/texmf-dist change.  Bowman has already made the right fix in
his sources and plans to make a new release in a few days (he just wrote
me on Friday).  So hopefully this will go away then.
