[tex-live] TL2013: No root path on Windows

Hello all,

I've just grabbed and installed the TL2013 pretest on Win7 (64 bit). All
seems to go well but I'm told

running package-specific postactions
No root path(s) specified at C:/texlive/2013/tlpkg/TeXLive/TLUtils.pm
line 776.
No root path(s) specified at C:/texlive/2013/tlpkg/TeXLive/TLUtils.pm
line 776.

Running fc-cache -v -r
finished with package-specific postactions

in the log. I then get no output from kpsewhich and installed files, and
texhash gives

TEXMFDBS is not defined in texmf.cnf.

Is this a general problem?
