The requirement for a new name was in the original LPPL but not in the
version 1.3c as used by bidi.
But hopefully it won't come to that.
However it is also clear that the unchanged existing files may be
distributed.
Neither CTAN nor TexLive were forced by the LPPL licence to honour the
removal request.
It may be their policy (not unreasonably) to honour removal requests but it
is not
a licencing issue.
