[tex-live] dvisvgm can't find libgs

Indeed, I will make sure that on the next upload for Debian we build
with gs-dev installed, so that the dvisvgm build finds the libraray.

Thanks for reporting, and please if possible send a bug report against
texlive-binaries to the Debian bug tracking system.
