The currently on the used computer installed version of TL, or the current version in the sense the latest released one?

For the former I suggest
   tlmgr --version
or so, or 
  tex --version
bothwith parsing.

For the later I would agree with Reinhard to check the TLConfig.pm file from the current tlnet/tlpkg/TeXLive/ dir on any CTAN mirror.
