[tex-live] texdoc not working in texlive 2012 for win

1. TeX Live 2012 has a menu entry `TeX Live command-line'. Does texdoc
fail when you run e.g. `texdoc texlive-en' from this command-line?
2. Did you install for the current user or for all users?
3. Does Control Panel / Programs and Features list any old TeX Live
versions?
4. What is your path in a regular command prompt?
On my w7 test machine, texdoc and texdoctk work fine.
