That is strange. It seems that tlmgr.pl is not writable, or
that tlmgr is still running, what it should not.

Are you sure that no other process was/is using tlmgr at that time?

We did NOT change anything in this respect, but only one file
of the tlmgrgui.pl. So there is no reason why it should fail
suddenly, unless - well - maybe a virus scanner is having
the file open.

We had reports about this, and that is the reason why we recommend
turning of the virsu scanner.
