[tex-live] perl.exe crash after update

IIRC I found the same issue with WIN XP attempting to update from TL2010 to 
2011.
AFAIR was the solution to install/update tlmgr (see section "desaster 
recovery" in http://www.tug.org/texlive/tlmgr.html).
Doing a new install shoul be a similar solution.
