On my mac (Snow Leopard) system, I don't see the problem when using
macports groff -1.20, or when using ssh from linux. There has been extensive
discussion of the issue on debian lists:

no. 10, which indicates: "debian groff as of 1.18.1.1-7:
* Too many fonts are missing the Unicode HYPHEN character, so I give up.
Render "-" as HYPHEN-MINUS (ASCII 0x2D) by default. (Of course, manual
pages using "-" when they should be using "\-" should still be fixed.)"
This comes from the groff README.debian (attached)
So it appears the problem is with Apple's groff, but since it only occurs with
an Apple Terminal, there must be a way to disable it. It appears likely that
some older linux systems will exhibit the problem as well.
