[tex-live] synctex problem with XeTeX

That is intentional.
In the pdf mode in pdftex, xetex and luatex,
X Offset = 0 and Y Offset = 0.

Please confirm that
xelatex -no-pdf -synctex=-1 foo
gives 4736287.
