What makes you think it isn't? Th name implies it's a good place to tune the
environment, on the contrary.

Actually, this is more specific to Ubuntu or even Gnome than to Linux or TeX
Live. Really, asking on an Ubuntu-specific or Gnome-specific forum or mailing
list would be the best thing to do.
