Just wait for the next update, the problem is already fixed. Or use a more
up-to-date mirror.

Btw, if you want it workinf now without waiting for the next update, you juste
need to restore dehyph-exptl to the previous version using "tlmgr restore
dehyph-exptl <version>" (the same command without <version> shows the list of
available <version>).
