[tex-live] Severe error in German hyphenation set-up

As of today 4 Aug. 2011, tlmgr can't generate any format that uses the 
language.dat or language.def language lists. the errors issues cite a 
cp227.tcx file, but it's difficult to find out (for us common people) 
where the bug is.

I found out the the experimental German hyphenation refers itself to a 
dehypht-x-2009-06-19.tex file in both language.d{a|e}f files, but this 
file, as of yesterday 3 Aug. 2011 has been superseded by 
dehypht-x-2011-07-01.tex.

May be this discrepancy is the cause of the bug; in any case many users 
who have upgraded today have their TeX Live installation completely 
crippled, since many formats (in particular all those that include 
LaTeX, such as pdflatex.fmt, xelatex.fmt, lualatex.fmt, etc.) are unusable.

Some users who have disabled that experimental German hyphenation  
set-up succeeded in having their installation running. The tlmgr help 
and the texlive.pdf are of little or no use for disabling those 
languages by mean of the "authorized" actions; probably those users 
edited the language lists by hand. But this would be a patch, not the 
proper way of repairing the faulty upgrade and/or installation.
