Perfect. I did this. Then I called (as Administrator)

  fmtutil-sys --no-error-if-no-format --all

and I found that fmtutil-sys places its format files into

  ~\.texlive2011\texmf-var\web2c\

rather than into the system-wide

  c:\Programme\texlive\2011\texmf-var\web2c\

This looks odd to me. How can I regenerate all system-wide format files
if not by fmtutil-sys?

PS: system is XP SP3.
