You can change your own copy of dehyph-exptl.tlpsrc and replace all
2009-06-19 with 2011-07-01 (see
http://tug.org/svn/texlive/trunk/Master/texmf-dist/tex/generic/dehyph-exptl/).

Then run
    tlmgr generate language
and try to remake the formats.

The fix should be available tomorrow.
