I think I know:

/usr/local/texlive/2011/texmf-dist/tex/latex/xpackages

is empty

[Mon Aug  1 03:31:39 2011] remove: expl3
[Mon Aug  1 03:31:42 2011] remove: xpackages

So xpackages were removed (at the same time as expl3)  but the empty
directory remains
