    Do TeX Live and the CTAN catalogue really have different definitions
    of free?

In practice, no, we have the same "definition" -- because Robin and I
(Robin, thanks^n for all your work in this regard) spend a lot of time
reaching an agreement between ourselves about any given "custom"
license.  Which we wish authors would avoid like the plague.  Anyway.

     floatflt.ins is dated 2008-03-30 and doesn't contain this clause any
     more. Could it be that the author adapted the licence statement but
     this change went unnoticed?

Very probable.  I agree the current floatflt.ins is essentially
"knuthian" and thus other-free, though I find the wording painful.

So I will restore it to TL.  Robin, please go ahead and change the
Catalogue when you are back.
