We do complete file comparisons, rather than relying on anything as
haphazard as "notifications" for a final fallback of staleness checks.
At this point, all I can report is that there were no file differences
between what was on CTAN (uk node) and in TL (master tlnet) for the
*.{otf,sfd,txt,...}  files for many weeks now.

I just updated TL with the new version.  Many thanks for all your
efforts on this and so many other fronts, Khaled.
