You seem to be pissing part of the URL.  Try:
tlmgr --repository
ftp://ftp.uni-erlangen.de/mirrors/CTAN/systems/texlive update --list

I get exactly the same output here -- I assume the older context-filter
refers to groff, which was merged into another package so no longer
exists as a separate package.
