[tex-live] No auto-remove of beamer-contrib and xtcapts

[Update:] My impression is that auto-remove stopped working at all on my
machine after 7 April, for whatever reason. Also the package vrsion has
been removed from the repos but it remains installed here. The package
is listed in the local texlive.tlpdb but not in texlive.tlpdb.e4a...
which reflects the repo state (I think). But 'tlmgr update --all' does
not do any auto-remove. The last auto-remove I found in tlmgr.log was
groff.

Something (not necessarily TL related) must have happend to my computer
(WinXP) that now prevents any auto-remove. But I have absolutely no clue
where and what to look for.

I decided to do a fresh TL install hoping that everything went back to
normal. If not I will report.
