Ok, that is something that is on your side. I cannot say anything
bout that, but you see that is has to do with permissions, as I
conjured up from my non-existing crystal ball.

All really bad.
Please try (cmd line)
tlmgr remove --force texworks
then check if bin/win32/texworks.exe is gone
also check that all of tlpkg/texworks directory is gone
Then run
tlmgr install texworks
