[tex-live] Update all installed failed

C:\Program Files\Microsoft.NET\SDK\v2.0>update-tlmgr-latest.exe
'update-tlmgr-latest.exe' is not recognized as an internal or
external command, operable program or batch file.

Searching for update-tlmgr-latest.exe finds only a 2009
copy, at \TeX\Live\2009\Mirror.  Thus I suspect it is
not shipped as a standard part of TeX Live 2010.
