I added the following to texmf/web2c/texmf.cnf:

% TEXMFCACHE, where luatools (from context) stores cached data.
% The default setting gives each user a private copy of the
% cache.  For sharing data between all users:
%   TEXMFCACHE = $TEXMFSYSVAR
TEXMFCACHE = $TEXMFVAR
