texinfo was updated recently, so it looks as if tug's mirror of
cambridge (i'm the portal for texlive stuff) failed.  jim will no doubt
rerun the mirror when he gets a moment (he's very busy just now) so,
pro tem, redo your update with www.tex.ac.uk as your repository.

don't use a n. american mirror just now, since most of them mirror from
tug...

don't hang on to www.tex.ac.uk as a general rule, either: while there's
ridiculously much x-atlantic bandwidth nowadays, it's not good general
practice.

(i've checked texinfo, logged in to the tug box itself.  probably the
other things suffered from the same problem, but i've not checked them.)
